Corning Painted Post School District Testing Plan for Students and Staff

The health and safety of our Corning Painted Post students and staff are our priority. Our procedures are outlined below. As a district, we are not expected to directly conduct COVID-19 testing. Testing decisions will be made by healthcare providers and/or the Steuben County Public Health Department.
The Corning Painted Post School District will notify the New York State Department of Health and the Steuben County Public Health Department immediately upon learning of a positive COVID-19 test for students, staff or visitors. We will cooperate and assist with contact tracing, isolation and quarantine efforts requested by the Steuben County Public Health Department.

Student and Staff Screenings and Temperature Checks
Student Screening at Home by Families
The Corning Painted Post School District will provide families resources to educate them regarding the careful observation of symptoms of COVID-19 and the health screening that should be conducted, at home, each morning before coming to school.
Families shall be instructed that any student with a fever of 100.0°F or greater and/or a symptom of possible COVID-19 virus infection should not be sent to school. The Centers for Disease Control and Prevention (CDC) keeps an up to date list of symptoms of Coronavirus on its website. This list is not all inclusive as some individuals may display other symptoms or none at all.
As of 8/13/2020, the following are listed as the most common symptoms of COVID-19:
Fever or chills (100°F or greater);
Cough;
Shortness of breath or difficulty breathing;
Fatigue;
Muscle or body aches;
Headache;
New loss of taste or smell;
Sore throat;
Congestion or runny nose;
Nausea or vomiting; and/or
Diarrhea
The screening questionnaire includes the following:
Do you currently have (or have had in the last 10 days) one or more of these new or worsening symptoms?
A temperature equal to or above 100 degrees F; Feel feverish or have chills; Cough; Loss of taste or smell; Fatigue/feeling of tiredness; Sore throat; Shortness of breath or trouble breathing; Nausea, vomiting or diarrhea; Muscle pain or body aches; Headaches; or Nasal congestion/runny nose.
In the past 10 days, have you tested positive for COVID-19 or have you been tested for COVID-19 and you are still waiting for the result?
In the last 10 days, have you been designated a contact of a person who tested positive for COVID-19 by a local health department?

Families will be asked to complete the above health screening each day via the school district website or application. If a family is unable to electronically access the school wellness screener, parents/guardians will be asked to complete a paper version of the screener on a weekly basis for elementary aged students. At the secondary level, students will be asked to complete the screening electronically or on paper, on their own behalf, at school.
In the event that a family answered “Yes” to a question on the health screening questionnaire and still sent their child to school, the student will be referred for further evaluation by the school nurse. The school nurse shall then follow the procedures for the student to be sent home.
Note: Please make sure you are completing and submitting this questionnaire to the school as instructed.
Student Screening at School
The Corning Painted Post School District has developed a protocol in collaboration with the Steuben County Public Health Department, the district physician, CPP Head Nurse and Health and Safety Coordinator and team.
The District anticipates the use of on-site touchless screening monitors that register whether a student has a temperature of 100.0°F or greater. Staff members shall be assigned to supervise students throughout the temperature screening process. Students shall wear a mask and will be socially distanced, when able, while waiting. The touchless temperature monitors will not register or record an actual temperature, but will use a Green or Red indicator to show whether a person is at or above a temperature of 100.0°F. If the student being screened registers as “Green”, then the student may proceed to class. If the student registers as “Red”, then the student will be moved to a seating area where they will await a second temperature screening using a no-touch forehead thermometer. If the student’s temperature remains 100.0oF or greater, the student will be escorted to the health office for further screening by the school nurse. The school nurse shall then follow the procedures for the student to be sent home.
The District shall adhere to New York State Department of Health guidance that schools are prohibited from keeping records of student, faculty, staff, and visitor health data (e.g., the specific temperature data of an individual), but are permitted to maintain records that confirm individuals were screened and the result of such screening (e.g., pass/fail, cleared/not cleared).

Faculty and staff will be trained to recognize these common symptoms. Students exhibiting any one of these symptoms shall be sent to the school health office for an assessment by the school nurse. The school nurse shall then follow the procedures for the student to be sent home. Students will be supervised in the isolated area while awaiting transport home. Schools shall refer families and students to their healthcare provider and provide resources on locations in the community where COVID-19 testing is available. Families who do not have a healthcare provider for their child, will be referred to Steuben County Public Health. Staff Screenings at Home and at School

If a staff member is unable to electronically access the school wellness screener, staff members will be asked to complete a paper version of the screener upon arrival at their assigned building.
In the event that a staff member answers “Yes” to a question on the health screening attestation and still comes to work, the staff member will immediately be sent home by an administrator.
Staff members exhibiting any one of these symptoms during the work day shall be sent to the school health office for an assessment by the school nurse. The school nurse shall then follow the procedures for the staff member to be sent home. Schools shall refer staff members to their healthcare provider and provide resources on locations in the community where COVID-19 testing is available. Symptomatic Screening At School Arrival
Student Positive Screen
Any student exhibiting any one of the Centers for Disease Control and Preventions (CDC) most common COVID-19 symptoms shall be sent to the school health office for an assessment by the school nurse. The school nurse shall then contact the family stating that their student needs to be sent home per New York State Department of Health (NYSDOH) guidance. The student will be separated from the building population and supervised in the designated separation area while awaiting transport home. Schools shall refer the family and student to their healthcare provider and provide resources on locations in the community where COVID-19 testing is available. Families who do not have a healthcare provider for their child will be referred to Steuben County Public Health. Staff Positive Screen
Any staff member exhibiting any one of the CDCs most common COVID-19 symptoms shall contact their building administrator. The staff member will be separated from the building population and sent home. The staff member will remain in the separation area while awaiting transport home, if necessary. Schools shall refer staff members to their healthcare provider and provide resources on locations in the community where COVID-19 testing is available. Returning To School After a Positive Screen
The Corning Painted Post School District must follow all CDC, NYSDOH and Steuben County Public Health Department guidance for allowing a student to return to school after being diagnosed with COVID-19 or exhibiting symptoms associated with COVID-19. Should a staff or student screen positive they may return to school after the district receives one of the following:
We receive negative COVID-19 diagnostic test results, symptoms are improving, and fever-free without medication for 24 hours OR
We receive documentation from a licensed health care provider of a confirmed acute illness or diagnosis of a chronic condition with unchanged symptoms and COVID is not suspected OR
The staff or student isolate at home for 10 days, symptoms are improving, and is fever-free without medication for 72 hours.
**After 48 hours of this isolation, if you have not seen or are not scheduled to see a healthcare provider OR have not received or scheduled COVID testing, then the staff or student’s information will be given to the Steuben County Health Department. The staff or student may be deemed positive by public health, and the health department could quarantine your entire household (all members living in the house) for 14 days.
If the COVID-19 testing is negative,
And staff or student’s symptoms are improving AND are fever-free for at least 24 hours without the use of fever reducing medicines, staff or student’s may return to school with:
A not from the health care provider indicating the test was negative or
A copy of the negative test result
If the COVID-19 testing is positive,
Staff or student’s must remain in isolation (at home and away from others) until your local health department has released them from isolation which is usually:
10 days after symptom onset AND
Symptoms are improving AND
Fever-free for at least 72 hours without use of fever reducing medicines
While in isolation, all members of the household must quarantine at home until released by the local health department, typically 14 days.
For students: Once your child’s documentation is reviewed, the school nurse will notify you with the date your child may return to school or additional action steps that are required in order to return to school.
For staff: Once your documentation is reviewed, the personnel office will notify you with the date you may return to school or additional action steps that are required in order to return to work.
Response to a Positive Case of COVID-19 in a School
Required Notification
All staff members are required to inform their administrator immediately if they have tested positive for COVID-19, pursuant to the District’s screening system.
All students and their families are required to inform the school’s designated person immediately if they have tested positive for COVID-19 pursuant to the District’s screening system.
Note: Please send an email to health@cppmail.com which includes your child’s name and school building.
District administrators will in turn immediately notify the District’s COVID-19 Safety Coordinator, Jeffrey Delorme at 607-936-3704, extension 2723 or at jdelorme@cppmail.com, of the notification of a positive case in their school or department.
The District – typically the COVID-19 Safety Coordinator - shall notify the state and Steuben County Public Health Department immediately upon being informed of any positive COVID-19 diagnostic test result by an individual in school facilities or on school grounds, including students, faculty, staff, and visitors.
For a COVID-19 confirmed case, the Local Health Department takes the lead on isolation/quarantine and release.
The Local Health Department will respond and perform a thorough investigation including contract tracing with cooperation from the school and/or district.
The Local Health Department will provide recommendations to the school regarding the action plans in response to a COVID-19 positive case.
The Local Health Department will not disclose personal information for those testing positive for COVID-19. All relevant parties will be notified appropriately by the school or through contact tracing by the Local Health Department.
The Local Health Department will notify the community of a positive student case by identifying the name of the school building impacted.
The Local Health Departments will notify the community of a positive faculty/staff by identifying the name of the school district.
The Local Health Department will notify the superintendent and district head nurse of all mandatory quarantines for students, staff and faculty after notifying the individual and/or family.
Contact Tracing Plan
The Corning Painted Post School District will notify the New York State Department of Health and the Steuben County Public Health Department immediately upon learning of a positive COVID-19 test for students, staff or visitors. We will cooperate and assist with contact tracing, isolation and quarantine efforts requested by the Steuben County Public Health Department.
In the case of an individual testing positive, the District shall support and cooperate with the Steuben County Public Health Department in tracing all contacts of the individual, in accordance with the protocols, training, and tools provided through the New York State Contact Tracing Program. Confidentiality must be maintained as required by federal and state law and regulations. The District acknowledges its responsibility to cooperate with the state and local health department in contact tracing, isolation, and quarantine efforts.

Quarantine and Isolation
The District is aware that the State and local health departments will implement monitoring and movement restrictions of COVID-19 infected or exposed persons, including isolation or quarantine.
The District will then work with the Steuben County Public Health Department to ensure that reporting plans are in place for individuals who are alerted that they have come into close or proximate contact with a person with COVID-19, and that they have been alerted to such exposure via tracing, tracking or other mechanism.
