District Safety and Operations Supervisor
Background
The Corning-Painted Post Area School District, a system of approximately 4,400 pupils, is located in the southern tier of New York State. The area that it serves is comprised of almost 35,000 people. The leading industries in the area are Corning Incorporated, Siemens Energy, and tourism. The District has earned the reputation of providing an excellent educational opportunity for its students.
Six elementary schools, one middle school and one senior high school make up the district. Historically, the community has always given the school system excellent support.
Position Description
Oversees, implements, and enforces safety protocols, security measures, and daily operational procedures across multiple locations.
They are responsible for training staff, conducting inspections, and ensuring compliance with local and state codes.. Does related work as required.
TYPICAL WORK ACTIVITIES
• Develop and implement safety programs, conduct risk assessments, perform site inspections, and manage emergency response;
• In collaboration with the Health and Safety Specialist, plans, coordinates and conducts periodic inspections of all facilities required by local, state or federal law such as fire inspections, asbestos inspections, insurance safety inspections and annual visual inspections of all school facilities as required by the New York State Education Commissioners Regulations;
• Responsible for school building security or electronic surveillance systems and for issuing identification cards to school district employees, contractors, etc.;
• Serves in the leadership position on the District Safety Team and participates in the completion of the annual District Safety Plan for submission to NYSED;
• Leads monthly safety meetings with community partners and law enforcement and fire safety;
• Researches and implements new directives for safety and emergency response;
• Attends meetings, trainings, conferences and professional development as needed to maintain job knowledge as required by the position;
• Attends Board of Education meetings and addresses the board regarding school facilities, maintenance, operations and safety activities per Superintendent request;
• Develops policies and procedures for the buildings and grounds department and will serve on the policy committee as needed;
• Ensures that inspections and reports are completed for federal, state and local regulatory agencies for compliance with codes, rules and regulations;
• Responds to inquiries from district employees, department heads and the public regarding school district buildings and grounds activities;
• Maintain safe, clean, and secure environments, including managing contractors and equipment;
• Approves purchase requests of supplies, fuel and parts for equipment in buildings;
• Responsible for the review of leave forms, timesheets, and payroll;
• Serves as the primary point of contact for staff absence management and oversees the communication to internal teams and building stakeholders;
• Coordinates health and safety walkthroughs as needed for all capital projects;
• Interviews, recommends for hire and evaluates departmental employees;
• Prepares the annual operating budget and monitors revenues and expenditures;
• Performs all other duties and responsibilities as assigned by the Superintendent and;
• Other related duties and responsibilities as may be assigned.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS
1. Understanding of safety regulations (e.g., OSHA), building codes, and preventative maintenance.
2. Ability to supervise, train, and motivate staff.
3. Strong interpersonal skills for reporting to management and instructing crew members.
4. Ability to handle emergency situations and address hazards immediately; and
5. Physical condition commensurate with the demands of the position.
Qualifications
It is anticipated that the successful candidate will possess the following minimum qualifications:
1) Must have New York State Administrative Certification (SDA or SDL or SDBL)
2) Prior successful administrative experience preferred but not required
3) Ability to work effectively with diverse groups including teachers, coaches, students, parents and outside organizations
4) Ability to work on a variety of tasks in a flexible manner
5) Ability to communicate effectively with a variety of stakeholder groups
OR
Meet the Civil Service requirements:
Graduation from high school or possession of an equivalency diploma and either:
a. Graduation from a regionally accredited or New York State college or university with a Bachelor’s degree and 7 years of experience working in safety and operations planning which must have included supervision.
b. Graduation from a regionally accredited or New York State college or university with a Associate’s degree and 9 years of experience working in safety and operations planning which must have included supervision
c. 11 years of experience working in safety and operations planning which must have included supervision.
