Budget, Buses/Vehicle and School Board Vote:
Tuesday, May 18, 2021
The annual Corning-Painted Post Area School District Budget Vote and School Board Election is slated for Tuesday, May 18, 2021. The proposed budget for 2021-22 is $118,111,924, which is a 0.34 percent budget-to-budget increase from 2020-21. This proposal will result in a 1.37 percent tax levy increase, which is within the state-assigned tax cap. The estimated full value tax rate would decrease from the current year into 2021-22. This number is subject to change based on finalized assessment rolls.

Voters will elect three members to the Board of Education. The top three candidates will serve three-year terms beginning July 1, 2021 and expiring on June 30, 2024. See below for their names.

2021-22 Budget Highlights:
•The estimated full value tax rate would decrease from 23.39 to 23.25. Please note, this number is subject to change based on finalized assessment rolls.
•1.37 percent tax levy increase, which is within the state-assigned tax cap
•0.34 percent budget-to-budget increase
•Services to students are maintained
Bus and Vehicle Proposition Information:
Included on the Tuesday, May 18th ballot is the purchase of buses/vehicles. Bus and vehicle purchases are subject to a public vote. The District receives NYS Transportation Aid on buses.
The District has a five year replacement plan for buses and vehicles which calls for a certain number to be replaced on an annual basis subject to voter approval.
When the District started this plan, there were many buses with high mileage between 150,000 and 200,000 miles. The number of buses with mileage in this range has significantly reduced over time.
The goal of the plan is to have buses under warranty, lower overall repair costs, better mileage, latest safety features, higher trade-in values and better overall Department of Transportation inspections.
Proposed Proposition on May 2021 ballot:
-Purchase 4 large buses at an estimated cost of $584,000
-Purchase 1 small bus at an estimated cost of $69,000
-Estimated State Aid on above: 77.1% paid over five years (District receives State Transportation Aid on School Buses)
-Purchase 1 Pickup truck at a cost of $46,500.
Board of Education Election Candidates:
The top three vote getters will fill three open seats. The three year terms are effective July 1, 2021 and expire June 30, 2024. They will appear on the ballot as follows:

Proposition No. 1 – Annual Budget
Shall the annual budget of the Corning City School District for the fiscal year 2021-2022 in the amount of $118,111,924, be adopted?
Proposition No. 2 – Purchase of Buses and Vehicles
Shall the Bond Resolution of the City School District of the City of Corning, New York, entitled: “Bond Resolution of the City School District of the City of Corning, New York adopted March 17, 2021, authorizing the acquisition of various school buses and vehicles; stating the estimated total cost thereof is $699,500; appropriating said amount therefor; and authorizing the issuance of $699,500 serial bonds of said District to finance said appropriation,” be approved?
Proposition No. 3 – Southeast Steuben County Library Section 259 Vote
Shall the sum of Eight Hundred and Sixty-Seven Thousand, Nine Hundred and Ninety-Seven Dollars ($867,997) be raised by annual levy of a tax upon the taxable property within the Corning-Painted Post Area School District for the purpose of funding the Southeast Steuben County Library, be approved?

Voters will elect three (3) members of the Board of Education: the top three candidates will take three (3) year terms commencing July 1, 2021 and expiring on June 30, 2024.
Absentee Ballot Applications Are Now Available for the Annual Election and Budget Vote
Absentee Ballot Applications
for the Tuesday, May 18, 2021 Annual Election and Budget Vote are now available and can be picked up from the District Clerk’s Office at 165 Charles Street, Painted Post, NY 14870, Monday through Friday from 8:30 a.m. to 12:30 p.m. and 1:30 p.m. to 3:30 p.m. You can also obtain an application by going to the District’s Website and click here
or by calling the District Clerk. Absentee Ballots may be used by any individual who will be unable to vote in person due to illness, disability, hospitalization, travel, or incarceration. The person to be absent must first submit an application to the District Clerk. Upon verification of the application by the Clerk, an Absentee Ballot will then be issued. If the ballot is to be mailed to the voter, the application must be received by the Clerk at least seven (7) business days before the election.
